Union Home and Cooperation Minister Amit Shah praised the cabinet’s theoretical approval to set up a permanent bench of the Jammu and Kashmir and Ladakh High Court in Ladakh, a move aimed at strengthening judicial access in the remote union territory.

In a statement released today, Union Home and Cooperation Minister Shri Amit Shah welcomed the central cabinet’s decision to create a dedicated bench of the Jammu and Kashmir and Ladakh High Court in Ladakh. The move, described by officials as a “theoretical decision” pending logistical and administrative arrangements, is intended to address longstanding concerns about the accessibility of higher judicial services for residents of the high‑altitude region. Currently, litigants from Ladakh must travel to the main bench in Srinagar, a journey that is both time‑consuming and costly, especially given the region’s challenging terrain and limited transport infrastructure.

The decision follows years of advocacy by local leaders, civil‑society groups, and the judiciary itself, which have highlighted the need for a permanent high‑court presence to expedite the resolution of civil, criminal, and administrative matters. Since the 2019 reorganisation that bifurcated the former state of Jammu and Kashmir into two union territories, Ladakh has operated without a dedicated high‑court bench, relying on periodic circuit courts and the occasional visitation of judges. The cabinet’s approval signals a shift toward institutionalising judicial mechanisms in the region, aligning with broader government initiatives to enhance governance, infrastructure, and public services in remote areas.

While the announcement has been welcomed by legal professionals and local stakeholders, officials caution that the establishment of the bench will require detailed planning, including the construction of court facilities, recruitment of judicial staff, and the integration of the bench into the existing judicial framework. The Ministry of Law and Justice, in coordination with the Ministry of Home Affairs, is expected to outline a timeline for implementation. If realized, the Ladakh bench could markedly improve the delivery of justice, reduce case backlogs, and reinforce the rule of law in one of India’s most geographically isolated territories.
